You get the informal copy of the certificate when you get married, but your officiant has 10 days to register the marriage formally with the Clark County Recorder. You can then apply to the Clark County Recorder 10 days after you marry (sending $10 along with the form you receive when you pick up your marriage licencve) and receive a certified copy of the official certificate.
